TOC is honored to recognize Leonard H. Powell as the 2021 Spencer Logan Leadership Award recipient.  Leonard is President and Founder of Powell Consulting Group, a management consulting corporation that specializes in “energizing the human potential in organizations.” Leonard has been a registrant, supporter, and champion of TOC for the past 35 years. Through these many years, he has served as a facilitator at Annual Institutes and monthly professional development events.  Leonard has inspired countless individuals in the Federal training community on topics related to change management, teambuilding, leadership development, executive coaching, and diversity competence.

In recent years, Mr. Powell has continued to provide his support to TOC as one of its yearly sponsors.  His son, Michael Powell, serves on TOC’s Executive Board.  Leonard has continued to share his time and energy to help TOC advance its mission.

A retired military officer, Mr. Powell served in a variety of leadership assignments including commanding officer, staff intelligence officer, and organization development officer.  He is a graduate of the Armed Forces Staff College and holds certificates from the Army’s Organizational Systems Development Program.

Mr. Powell received a bachelor’s degree from Hampton University and a Master of Public Administration from Golden Gate University.  He has earned advanced graduate certificates from Boston University and the Gestalt Institute of Cleveland.  Leonard Powell is truly deserving of TOC’s most prestigious Spencer Logan Leadership Award.
