Cheryl Seminara
“I joined TOC because I support being a lifelong learner.”
Cheryl is a nationally acknowledged subject-matter-expert in organizational and leadership development. Recognized by both the public and private sectors for achieving strong results through innovative practices, she is the recipient of the prestigious W. Edwards Deming Award for Excellence in Training. Her first book, My Father is Not a Genius: Life Lessons from the Wisest Person I Know debuted at #1 and continues to be a recommended read on Amazon.com.
Cheryl has worked across diverse industries for organizations of all sizes, many of which are geographically dispersed and diverse in population. Throughout her 35-year career, she has helped set the gold standard in such areas as identifying and implementing talent management strategies in support of sound hiring practices, innovative employee engagement, employee development strategies, retention programs that create stability and policy design and implementation.
She currently teaches at George Mason University and the Jack Welch Management Institute. Her private sector experience includes management positions in media and broadcasting, merchandising and management consulting, among others.
Joy Watkins
Joy has been involved with the Training Officer’s Consortium since joining DISA in 2016 and has served on the TOCAI Program Committee multiple years since 2018, including the TOCAI24 Program Committee Chair. Her belief and passion for the TOC mission compelled her to remain active and to apply for and accept her current position on the TOC board continuing to serve and learn from those around her.
Joy’s passion for learning and development spans over 20 years following graduation from the US Naval Academy through a variety of positions such as a naval flight officer, leadership instructor, course coordinator, teacher, trainer, facilitator, and now serving as the Talent and Career Development Branch Chief within the Defense Information Systems Agency (DISA). She earned a Master of Education in Curriculum Assessment, Development, and Instruction and Master of Science in IT Project Management. Her knowledge and experience enables her to collaborate on a variety of learning and development opportunities across the agency. She is also designated as an ATD Master Trainer, Wiley certified DiSC® facilitator, DISA Certified Master Facilitator, and holds other certificates in training, development and human capital management.
