About TOC
Since its formation as a non-profit organization in 1938, the Training Officers Consortium (TOC) has served as the primary community for Federal training professionals to network with their peers and learn more about key issues affecting them in an ever-changing workplace.
Based in Washington, DC, TOC is built upon a foundation of service and excellence, relying on the volunteerism of its registrants to carry out activities that offer Federal workers unparalleled value. As such, the TOC Executive Board and committees are fully comprised of volunteers who are dedicated to providing premier professional development programs to strengthen networking forums for the Federal Government learning community, thereby providing a highly effective workforce.
Our board and committee members champion the importance of exceptional leadership and believe in building community. TOC board and committee members are fully engaged in reinforcing the strength of the community through networking, professional development opportunities, and resources.

Director of Communications
Type: Board Position
Term: 3 Years
Position Description:
TOC conducts regular outreach in the form of emails, social media posts, and an e-newsletter. We are seeking a volunteer with experience in writing promotional copy for events, creating visuals, and using social media platforms.
Desired Skills and Expertise
The ideal candidate will possess:
- Basic knowledge of (or willingness to learn) how to use Mailchimp, Hootsuite, and Canva.
- Strong consumer and product awareness.
- Good organizational and planning skills.
- Excellent written and verbal communication.
- Good attention to detail and accuracy.

Technology Support
Type: Committee
Term: 1 Year
Position Description:
TOC uses a dedicated website to provide information to and collect information from our community and offers frequent webinars. We are seeking a volunteer interested in website design and/or serving as a producer for our webinars. The Chief Technologist will work closely with the volunteer as a mentor and guide.
Desired Skills and Expertise
The ideal candidate will possess:
- Strong desire for creativity and innovation.
- Basic knowledge of (or willingness to learn) how to use WordPress, Cornerstone, Zoom, and Canva.
- Good organizational and planning skills.
- Excellent written and verbal communication.
- Good attention to detail and accuracy.

Awards Support
Type: Committee Term: 1 Year Position Description:TO C recognizes the outstanding work of colleagues in the training and development field annually. The Awards Ceremony will be hosted during the TOC2025 in Philadelphia, PA. We seek volunteers to 1) review submissions for each proposal category and 2) perform room logistics during TOC2025. The ideal candidates will possess:

- Excellent written and verbal communication.
- Good attention to detail and accuracy.
Program Support
Type: Committee
Term: 1 Year Position Description: TOC invites colleagues in the training and development field to present great ideas and work completed in their organization. The TOC2025 will be hosted in Philadelphia, PA. We seek volunteers to 1) review submissions for each award category and 2) help organize the awards program and special recognition events during the Annual Institute. The ideal candidates will possess:
